What is it?

Several energy developments, including renewable source generation, electricity transmission and green hydrogen production, are currently proposed for the area around in the north mainland of Shetland.

These potentially complementary projects share overlapping development timelines. The Sullom Voe Development Framework seeks to collaboratively develop a spatial planning approach to energy development in the Sullom Voe area.

A development framework is a high-level spatial plan which guides development across an area and sets out a shared vision and principles. A development framework for Sullom Voe will facilitate coordination between developers, providing clarity on land use while identifying wider benefits for the environment and communities.

The current intention is to submit the final Development Framework to Shetland Islands Council for consideration as non-statutory planning guidance. If adopted, it would serve as a material consideration in planning applications within its defined spatial boundaries. Projects in the area must still follow the appropriate steps in the Planning process, as determined by the relevant authorities.

Why is it important?

The scale of opportunity arising from the transition to Net Zero in Shetland is vast. The north mainland area could be the subject of significant energy development over the coming decades to realise the benefits of the transition towards a clean energy economy.

There is also wide recognition that concentrating energy development will reduce the impact of the transition elsewhere on the Islands.

With the focus of a Just Transition to Net Zero, the Development Framework will identify future opportunities to enhance and invest in the local environment, communities and place.

Ensuring that benefits are maximised and negative impacts minimised wherever possible requires strong strategic planning that brings stakeholders together under a shared vision and purpose.

How will it be developed?

The development framework is being developed collaboratively by a group of developers, and other stakeholders in consultation with landowners, communities, local businesses and other interested parties, with input from Shetland Islands Council, government agencies and advisors – including NatureScot, SEPA, and HES.

The development framework will be prepared over two stages. The first stage has involved undertaking baseline research which will inform the key themes of the framework.

From autumn 2025, stage 2 will involve engagement with stakeholders and communities to gather further knowledge of the area, identify local challenges and opportunities and gather initial ideas for the framework. The key tasks involved in each of the stages are outlined below.

It is anticipated that it will take approximately 10 months to prepare the framework.

A similar approach has been taken in South Lanarkshire and East Ayrshire with the Development Framework for the Hagshaw Energy Cluster, which is referenced as a case study in the Scottish Government’s Onshore Wind Policy Statement 2022 as an example of collaborative working.
